The United Kingdom and the United States have forged a landmark trade agreement that will guarantee zero import taxes on UK pharmaceutical exports being sold in the American market.

Agreement Details of the Accord

In exchange for the tariff guarantee, the UK has pledged to raise spending on pharmaceuticals through the NHS. This pledge guarantees that duties on these key products will be held at nothing for a period of the next three years.

This development follows earlier statements to dramatically increase import taxes on branded drug imports, with increases floated reaching double the cost.

"This arrangement with the United Kingdom strengthens the worldwide climate for cutting-edge drugs and brings much-needed equity to American-British drug exports," a release said.

Trade Impact

Medicines represent one of the the United Kingdom's largest goods shipped to the US, which is clearly the largest destination for large British pharmaceutical firms.

Export figures indicate that in the year leading up to the third quarter, the UK shipped pharmaceutical products totaling over eleven billion pounds to the US. This value accounted for nearly one-fifth of total UK exports in that span.

"This guarantee protects jobs, stimulates capital expenditure and facilitates the UK to emerge as a worldwide center for biotech and pharma," the Business and Trade Secretary stated.

Key British Pledges

The pact entails several specific commitments from the UK:

  • Revised Affordability Limit: The UK will lift the price threshold at which it deems new medicines to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a goal to increase overall public funding on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Rebate Cap: The sum pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at fifteen percent. In the past, repayments topped 20%.

Recent Tensions

The deal follows a ongoing row between the drug companies and the UK government over spending levels and regulatory access.

These tensions were intensified by assertions that US customers were charged a premium for the equivalent treatments than patients in the other developed nations.

Over the last 18 months, several major pharmaceutical investments in the UK have been delayed or abandoned, while substantial expansions have been directed toward US facilities.

The Science Minister stated that the NHS needed to invest a greater share on drugs, noting that its expenditure on drugs had shrunk as a share of its resources over the past decade.
